Strengthening the tax avoidance disclosure regimes

In light of the complete refusal by the Government and HMRC to address or even adequately comment on the responses to the consultation document ‘Tackling Marketed Anti Avoidance’, one wonders, what is the point of issuing another one?  Yet here we are with another consultation document entitled ‘Strengthening the Tax Avoidance Disclosure Regimes’.  As this comes only weeks after the hotly contested accelerated payment and follower notice legislation received Royal Assent, and although the period allotted to the consultation is longer, one wonders if this process is going to be any different from the initial condoc or will this be yet another case of ‘window dressing’ new legislation which will be introduced irrespective and on which the Treasury and HMRC have been secretly working for years in the background.
